You brought up four non-issues and ignored all the stuff that is REALLY wrong with rogues.

Evade percentage is on par. Yes, if you have 100 skill you should only be evading at a 40% success rate, whereas if you had 200 skill, you would have an 80% success rate. You get it? Half skill = half success!
