Just a thought, have you asked the company to put a gps tracer program on the ipad and run it stealth. There are programs that will track where an i-pad has been, that they could have running all the time. I doubt he will be running the spoof tool constantly. Just an idea to atleast get proof he is spoofing. Also could you not remote connect to the i-pad through a vpn and see what programs are running at that current momment, they could then connect to his i-pad when he is reporting his loc and see if he is running a spoofing app.
