Gynok Moltor spawn bugged?

Did anyone see Gynok Moltor spawn since the last downtime?

I know few peebs camped him lots last 2 days, i know at least one person camped him 12-15 hours and he didnt spawn. Is this normal or is he maybe bugged?

Can anyone confirm he spawned since the last downtime?
