I don't know if you still need the answer but this thread came up when I did a search, so maybe it will help others looking for more information about this quest. Lots of misinformation on the web.

Here is a walkthrough based my experiences...

The two items you need to camp can be done in either order. I prefer to do things in order of longest-shortest, so here goes:

Step 1) Turn the Order of Thunder into Wolton Grafe for the Thunder Staff
- The Order of Thunder medallion is dropped by a level 8(?) zombie named Drosco who roams the qeynos catacombs.
- Drosco is a 20 minute spawn with A Gelatinous Cube as the placeholder. Drosco is the rarer of the two, but not overly rare. I'd sometimes see streaks of 2 droscos in a row.
- The Order of Thunder medallion seems to be his rare. I did the quest twice and the first time I killed upwards of 10 droscos to get the medallion. The second time I got it off the second spawn.
- Contrary to some quest write-ups, the Medallion (Order of Thunder) is what you need to turn in to get the thunder staff. The letter that drosco drops can be turned in to Wolton Grafe as well for some XP, but it's for a different quest.

Drosco Spawn point & path:
He (or his PH) spawns at the most southern X on this map, immediately paths to the 2nd red X (room 7 on eqatlas map), pauses for awhile, then moves down the orange path to the orange X where the mob despawns or disappears. He is up for about 3 minutes. If you miss him, you have to wait 20 minutes for another spawn.

-------------------

Step 2) Turn in the Thunder Staff and the Bayle List II to Runethar Hamest (not Wolton Grafe!!) to get the Bonethunder Staff.
- You'll already have the Thunder Staff from step 1.
- For the Bayle List II, go to Surefall Glade and either kill and loot Mammoth or give him the regurgitonic. You don't need to talk to any NPC's or do anything with Mammoth's hide. Just grab the list and be on your way.
- Mammoth spawns at 3am game time (perhaps other times as well). He is only up for 3-5 minutes, so be quick.

Mammoth spawn point/path:
He spawns under the waterfall at the entrance to the bear caves (marked by x), right on the edge of the water, within 30 seconds of 3am game time. He paths north a bit and despawns at the end of his path. He might go further north than I have indicated but I didn't let him live long enough to complete his path.

Good luck!

The mammoth seems like it depops in a couple minutes. It seems he spawns or paths right by the first crossroads in those caves.
