Solved: Alt + O in game. Then click on the display tab. Then change your max frames per second. I set mine about mid way through. It worked out great!

This issue where it seems as though mouse movement hangs after release and have to click to return cursor so you can use mouse without moving toon all around?

After you set your FPS Cap to 60, if you still want even more sensitivity:
