Researched/Quested spell vendors

Will Red99 model VZ/TZ in the aspect that spells which were done via research and or quested (I.E Call of sky/fire) were able to be bought from spell merchants in home cities or will it keep the P99 appeal and force casters to actively level research and scavenge for runes and words?

you know its going to be research/quested..
doubt they would make things such as research easy for casters on a new pvp server
