Merchants: Wasnt the lvl 34 fir pet research only?

From what I have read on the net it seems the lvl 34 fire pet was research only. I was surprised to see a merchant in the FP casters guild selling it for just over 6p with an unlimited supply, especially when the other 34 pets are more expensive and the 29 fire pet around 15p. Is this how it was in classic?

I noticed the same thing. I was so excited to have all of the components and then saw it in the guild. Kind of anti-climactic.
